How to run on Windows

Hello,
I'm trying to run the server on Windows. I unpacked the ZIP file contents into a folder. When I run the .exe I get an error message from Windows. (below)
Thanks for any help!

goodip.server.exe - System Error

The code execution cannot proceed because cyggcc_s-seh-1.dll was not found. Reinstalling the program may fix this problem.

The free version is available for Windows (Intel/AMD 64 bits), MacOS (Intel 64 bits, ARM), Linux (Intel/AMD 64 bits), native ARM (v7 32 bits, v8 64 bits) and MIPS (32 bits).
